Yes it is perfectly legal to buy a ship/item from The Impound, and you can still contact RSI/CIG support for normal account and game-related issues.
Why It’s Legal
RSI provides a Gift feature specifically to allow the transfer of ships/items between accounts and players. Items sold are not created from “nothing” — they are purchased through the RSI webstore like any other pledge, then transferred via the gifting system.
Will RSI/CIG Support Help If Something Goes Wrong?
RSI generally takes a hands-off approach to grey-market transactions. This means:
